Research and Evaluation Advisor
- As a hands-on evaluation advisor, we recommend and implement research and development activities for organizations. We first learn about organizational goals, programs, and needs by engaging in activities such as attending meetings, interviewing key staff and stakeholders, and reviewing program materials.
- We proactively recommend evaluation solutions, services, and development activities to assist organizations to improve over time. These activities may include identifying and making suggestions for research and evaluation activities, such as logic model development, data collection (e.g., surveys, interviews/focus groups), and reporting and dissemination for funders and key stakeholders.
- We provide technical assistance to organizations and in the ongoing formative development of programming by engaging in activities, such as monitoring progress on outcomes and developing plans for next steps.
Program Evaluation

Needs assessment: Collaboratively work with clients to identify areas where programs can be improved and assess the current effectiveness of programs.

Program design and implementation: Help design and implement new programs that are tailored to meet the specific needs of the organization or community.

Data collection and analysis: Collect and analyze quantitative and qualitative data to help assess the effectiveness of programs.

Reporting and dissemination: Provide reports that summarize findings and recommendations as well as disseminate findings to key stakeholders, such as funders, policymakers, and program participants.

Technical assistance: Provide ongoing support to implement recommendations and improve programs over time.
Logic Models

Logic model development: Collaboratively develop logic models that clearly define program goals, objectives, activities, outputs, and outcomes to serve as a roadmap for program design and evaluation.

Logic model training: Provide training on how to use logic models to guide program design and evaluation, including how to use them to develop evaluation questions, identify data needs, and create data collection instruments.

Logic model review: Review existing logic models to ensure that they are clear, well-structured, and align with best practices in program evaluation.

Logic model implementation: Assist in implementing the logic model in the program’s design and evaluation, including working to identify key performance indicators and data collection methods.

Logic model updates: Update logic models as the program evolves, to ensure they continue to align with program goals and objectives.
Interviews and Focus Groups

Interview design and implementation: Design and implement semi-structured or structured interviews with program participants, staff, or other stakeholders.

Focus group design and implementation: Design and facilitate focus groups with program participants, staff, or other stakeholders to gather qualitative data on program experiences, strengths, and areas for improvement.

Data analysis: Analyze interview and focus group data using appropriate qualitative data analysis methods. Triangulate findings from other data sources, such as documentation review, observations, or surveys, as needed.

Surveys

Survey design and implementation: Design and implement online or paper-based surveys for program participants, staff, or other stakeholders to gather data on program experiences, strengths, and areas for improvement.

Data analysis: Analyze closed- and open-ended survey data using appropriate data analysis methods. Triangulate findings from other data sources, such as documentation review, observations, interviews or focus groups as needed.

Lori Gerstein Ramsey, Ed.D.
Founder and Principal Consultant, LGR Consulting
Lori has dedicated over two decades to enhancing outcomes for youth and communities through her expertise in education, research, evaluation, and advocacy.
Lori’s approach is high-touch and collaborative. She values the strong working relationships she establishes with her clients, helping them use data to refine and improve their programs over time. With a track record of success in helping clients, she is an excellent strategic partner for organizations looking to improve their outcomes.
Lori has extensive experience in program evaluation, project management, instrument development, focus groups and interviews, observations, data analysis, and report writing in diverse content areas, such as educational technology, out-of-school time, equity, arts, STEM/STEAM, health, and urban schools. She works closely with program personnel on federal, state, and locally-funded initiatives to assess outcomes and provide technical assistance to develop programs. She has worked with an array of organizations over the past 20 years, such as the NYC Department of Education, Metro Nashville Public Schools, Champaign Community Schools, Newark Public Schools, Dayton Public Schools, Arkansas State Department of Education, Illinois State Board of Education, Appalachian State University, Morehead State University, WestCare Ohio, ServeOhio, After School All Stars Ohio, Global Writes, Digital Age Learning, and many other school district, state, higher education, and non-profit organizations.
Lori has also worked as a public school teacher and technology coordinator. She holds a doctorate in Instructional Technology and Media from Teachers College, Columbia University, a master’s degree in Curriculum and Instruction from the University of Cincinnati, and a bachelor’s degree in Special Education from Miami University.
